Cross-border security and strategic cooperation: the Scuola di Perfezionamento per le Forze di Polizia hosted the Italy–France meeting under the Quirinale Treaty

The strenghtening of the partnership between Italy and France takes a significant step forward in the name of security and international cooperation. On 8 October 2026, the Scuola di Perfezionamento per le Forze di Polizia (SFP) hosted the third meeting of the Bilateral Steering Committee, a summit of very high institutional profile established following the signing of the Quirinale Treaty on 26 November 2021, which officially entered into force on 1 February 2023.

The meeting provided a crucial opportunity for institutional and strategic analysis in defining common lines of action against global security threats. The sessions of this busy day began with opening remarks by Guardia di Finanza Major General Vito Giordano, Director of the SFP, who welcomed the delegations to the Institute’s venue.

Then, Prefetto Giancarlo Di Vincenzo, Deputy Chief of Police, addressed his greeting to the participants, emphasizing the importance of continued institutional dialogue between the two countries, whilst Prefetto Annunziato Vardè, Director of the Office for the Coordination and Planning of Police Forces, provided an overview of the strategic framework.

Major General William De Meyer, Deputy Head of the Directorate for International Security Cooperation (DCIS) expressed its appreciation for the hospitality and organization on behalf of the French delegation.

The meeting, organized and carefully managed by the International Relations Service of the Office for the Coordination and Planning of Police Forces, provided an opportunity to analyze key issues for regional stability, including the fight against irregular migration, the fight against organized crime, drug trafficking and mafia infiltration into the legal economy, as well as to examine in depth the mechanisms of cross-border cooperation and security planning in view of the 2030 Winter Olympic Games in France.

The technical session was attended by several expert lecturers, including high-level representatives from the Department of Public Security and the General Headquarters of the Carabinieri Corps and the Guardia di Finanza Corps, who reiterated their shared commitment to transform policy agreements into concrete operational progress and to reinforce increasingly responsive bilateral partnership in the face of future challenges.
