Organization

The Interagency Law Enforcement Academy of Advanced Studies was created pursuant to section 22 of Law no 121 of 1st April 1981 laying down the “Police Reform Act” and containing provisions on a new organization of the Administration of Public Security. It is unique in being the only training institute within the Public Security Department provided for by Chapter I entitled “Public Security Department and coordination among Police Forces”.

The legislator just wanted to place said rule at the end of the part dealing with interagency activity, with the aim of underlying its main task, that is to say the spreading of the culture of coordination and cooperation among Police Forces. After a period of intense work of drafting, the Regulation of the Interagency Law Enforcement Academy of Advanced Studies was adopetd by Decree of the President of the Italian Republic no 423 of 11 June 1986. This Regulation developed the structure of the Academy to be considered as a “valid pattern in which all Police Forces acting together are represented”.

The Academy consists of two Divisions, namely Division I and Division II. DIVISION I – General Affairs, Personnel and Logistics

The General Affairs, Personnel and Logistics Division is headed by a Dirigente Superiore, (police title corresponding to the military rank of Brigadier General) from the National Police or by a military Officer of equal rank from the Carabinieri and Guardia di Finanza Corps. At the moment, Division I is headed by a Brigadier General from the Carabinieri Corps. The Head of Division I is also Deputy Director of the Academy and he is responsible for the Academy administration and accounting.

This Division is composed of the following offices:

  • the General Affairs and Personnel Office, headed by a Primo Dirigente (Senior Management-level Officer) from the National Police or by a military Officer of equal rank from other Italian Police Forces (at the moment this Office is headed by a Primo Dirigente from the National Police). It deals with issues concerning general affairs, personnel, public relations and medical assistance;
  • the Administration Office, which is responsible for the Academy administration and accounting and provides for supply and property management, including the warehouse and the bursar’s office as well as for the maintenance of the Academy premises and telematics infrastructures. It includes also a Technical-Logistical Section which is responsible for addressing all the Academy’s requirements and needs in order to ensure proper standards of efficiency.

This Office is headed by a Direttore di II Fascia (Managing Director) from the Civil Administration of the Interior Ministry.

Within Division I there are a Refectory, a Medical Assistance Service and a Gymnasium.

Refectory

It provides daily meals for the permanent staff, the courses’ attendees as well as personnel belonging to Police Forces operating at other offices. Moreover, the refectory provides for specific meals in case of food intolerance, diabetes and hypertension, as well as gluten free and vegetarian recipes.

Medical Assistance Service

It provides the medical assistance for the courses’ attendees as well as the permanent staff, carries out preventive and periodical controls for the staff who are exposed to risk factors in compliance with Decree Law 81/08, as well as legal/medical activities provided for the Italian National Police Doctors, inspections in the premises of the refectory and the coffee bar, thus verifying the adequate quantity and the quality of the meals as well as the food storage. Moreover, it conducts activities concerning the preventive healthcare and medical education, in particular by delivering teaching activity and planning courses devoted both to courses’ attendees and permanent staff.

Gymnasium

The Gymnasium of the Interagency Law Enforcement Academy of Advanced Studies is part of the FIPE Sport Federation and has three different rooms in which new fitness “technogym” equipment is available. The courses’ attendees as well as the permanent staff have access to the gymnasium every day and, through the assistance given by coaches of the Sport Federation and the drafting of personal technical sheets, they are allowed to carry out different sport activities, such as fitness, cardio-fitness, weightlifting, postural and functional gymnastics, as well as circuit training.

DIVISION II – Studies, Researches and Courses

The Studies, Researches and Courses Division is headed by a Dirigente Superiore, (police title corresponding to the military rank of Brigadier General) from the National Police or by a military Officer of equal rank from the Carabinieri and Guardia di Finanza Corps. At the moment, Division II it is headed by a Dirigente Superiore from the National Police.

This Division is composed of the following offices:

  • The Studies, Experimentation, Research and Documentation Office, which is responsible for: – organizing and planning the courses; 
    • devising and updating the syllabi of each teaching subject and experimenting with new teaching modules; 
    • running the library and the science laboratories; 
    • conducting research on areas of interest for advanced training and refresher activities as well as for producing documents and publications needed for each teaching subjects;
    • organizing meetings and educational conferences with the aim of responding to interagency training needs.

It is headed by a Primo Dirigente (Senior Management-level Officer) from the National Police or a military Officer of equal rank from other Italian Police Forces.

At the moment, it is headed by a Colonel from the Carabinieri Corps.

  • The Courses Office, which is responsible for :
    • scheduling and conducting courses, organizing and developing teaching activities, 
    • supervising the conduct and the results obtained by trainees and auditors.
    • looking after the contacts and relations with the trainers and lecturers.

It is headed by a Primo Dirigente (Senior Management-level Officer) from the National Police or a military Officer of equal rank from other Italian Police Forces.

At the moment, it is headed by a Colonel from the Guardia di Finanza Corps.

Moreover, Division II runs the library as well as the publications of the Academy (Quarterly Magazine of the Interagency Law Enforcement Academy of Advanced Studies with the enclosed Booklets and the Yearbook of the Advanced Training Courses).
