From 13 to 17 April, the strong relationship between the Scuola di Perfezionamento per le Forze di Polizia (SFP) and the Institute des hautes études du ministère de l’Intérieur (IHEMI) was renewed by a one-week advanced training course focused on the analysis of state resilience, i.e. the ability to absorb critical shocks and ensure the continuity of the country’s functions even in the event of an attack or global crisis.
Welcomed by the SFP Director, Dirigente Generale P.S. Vincenzo Modeo, the French participants in the 13th National Session on Strategic Crisis Management had a well-rounded experience of Italy’s security arrangements, engaging with senior officials from law enforcement agencies, strategic agencies and the country’s main public-sector organisations.
The focus of the debate was the need to develop coordinated and timely responses to global threats such as terrorism, cybercrime and international illicit trafficking.
The training programme provided high-level discussions on the management of major events, analysing high-impact scenarios such as the recent Milan-Cortina 2026 Olympic Games or the management of large crowds during solemn occasions such as the Conclave.
Special attention was paid on the new challenges posed by security, ranging from digital crises to anti-terrorism prevention activities. The former were discussed with top-level representatives of the Agency for National Cybersecurity (known by its Italian acronym ACN) while the latter were coordinated by the Committee for Strategic Analysis on Counter-Terrorism (known by its Italian acronym CASA).
Moreover, the institutional visits scheduled to the Prefecture of Rome and the Ministry of the Interior Public Security Coordination Centre provided delegations with the opportunity to see first-hand how the national operational mechanisms work.
This training experience was also enhanced by the contribution provided by industrial players such as ENI and ENEL, focused on the protection of critical infrastructures and the ability to react in degraded contexts.
This study trip concluded with an institutional meeting at the French Embassy in Italy and stressed once again the excellent cooperation between the two nations that was started in 2021. It has been a busy and productive week, which has been crucial in strengthening the European synergy needed to effectively tackle the multifaceted risks of the contemporary world.
