From 17 to 21 April 2023 the second course based on the partnership between the Scuola di Perfezionamento and the Advanced Training Institute of the French Ministry of the Interior (IHEMI) was held. This activity, which regards the training of Management Grade Police Officers/Officials, is aimed at pursuing the targets indicated in the Memorandum of Understanding signed on 21 June 2021 by the Italian Public Security Department and the Advanced Training Institute of the French Ministry of the Interior (IHEMI). Moreover, it is to be underlined that this course was organized in line with the training programs contained in the Curriculum of Academic Year 2022-2023, which are characterized by a highly innovative content for an increasingly international scope. In line with this training module, nine Senior Police Officers of the French Advanced Training Course shared a training experience with the trainees of the XXXVIII Advanced Training Course at the Scuola di Perfezionamento, with the aim of deeply analyzing the Italian organizational pattern focused on the coordination of Police Forces. At the same time, ten trainees of the XXXVIII Advanced Training Course attended a training activity organized at IHEMI in Paris, with the aim of sharing knowledge and experience with their French counterparts.
On the first day, the French delegation, headed by the Commissaire Divisionnaire de Police Frédéric Dussel, was welcomed by the Scuola di Perfezionamento Director, Carabinieri Corps Major General Giuseppe La Gala. During the first part of the activity, the introduction lectures were delivered by the two Institutes committed in this cultural exchange (Scuola di Perfezionamento and IHEMI) as well as by the Police Forces operating in their respective countries. Moreover, the Scuola di Perfezionamento Director and the IHEMI Director, Préfet Eric Freysselinard, participated in a videoconference.
During the following study days, introduced by the lecture delivered by the Deputy Director General of Public Security Department for Police Forces Coordination and Planning, Prefetto Stefano Gambacurta, the Management Grade Police Officers/Officials, designated as lecturers, illustrated to the French delegation the best operational bodies which carry out, at national level, an effective prevention and countering activity against the threat posed by organized crime and terrorism (such as DIA and C.A.S.A.).
In addition, some management topics, such as decision-making skills, assumption of responsibility, team building, negotiation abilities, were deeply analyzed and addressed by experts in the field of training from the National Administration Institute (S.N.A.) and the Rome-based “Tor Vergata” University. Once again, the Scuola di Perfezionamento was engaged in the development of debate, integration and international exchange of expertise on the most important issues for Senior Police Forces.
