In the afternoon of Monday 11 December 2023, the Opening Ceremony of Academic Year 2023-2024 was held at the Scuola di Perfezionamento per le Forze di Polizia, in the presence of the Minister of the Interior, Prefetto Matteo Piantedosi.
Many outstanding civil and military authorities attended this event, such as the Undersecretary of the Ministry of the Interior, Nicola Molteni; the First President of the Supreme Court of Cassation, Margherita Cassano; the President of the Presidential Council of Tax Justice, Carolina Lussana; the Guarantor Authority for Children and Adolescents, Carla Garlatti; the Prefetto of the city of Rome, Lamberto Giannini; the Rector of the Rome-based “UnitelmaSapienza” University, Bruno Botta; as well as the leaders of the Public Security Department, the Penitentiary Administration Department and the four Police Forces, represented by the Chief of Police-Director General of Public Security Department, Vittorio Pisani; by the Commander General of the Carabinieri Corps, Teo Luzi; by the Chief of Staff of the Guardia di Finanza Corps, Leandro Cuzzocrea and by the Deputy Chief of Penitentiary Administration Department (DAP according to the Italian acronym) Lina Di Domenico.
The international vocation and mission of the Scuola di Perfezionamento were demonstrated by the presence of the diplomats of foreign trainees’ countries of origin attending the XXXIX Advanced Training Course. Moreover, a telematics link was arranged with the Director of the Advanced Training Institute of the French Ministry of the Interior (“IHEMI”) Jean-Bernard Bobin, with which the Scuola di Perfezionamento has set up a partnership.
In his opening speech, the Director of the Scuola di Perfezionamento, Maurizio Vallone, illustrated several academic training activities which will be conducted in the next months as well as further guidelines which will be implemented in the next future.
Some of these guidelines are the following: the revision of the Scuola di Perfezionamento’s Founding Regulation aiming, above all, at including the national unit of the European Union Agency for Law Enforcement Training “CEPOL” and the Caserta–based International Institute of Advanced Studies for the Prevention of and the Fight against Organized Crime into the Scuola di Perfezionamento structure.
Moreover, the Scuola di Perfezionamento’s digitalization has been mentioned, since it will provide for the complete computerization of training activities, thus allowing the access to all professional refresher modules and the ability to remotely follow events and lectures by attendees even after course periods have ended.
In addition, the Director underlined that, besides the high level training initiatives which are provided for, the successful integration among the different professional expertise of Management Grade Police Officers/Officials is fundamental and that this peculiarity allows to substantially increase experiences and skills acquired in their respective Administrations, thus developing and fostering the culture of coordination.
After the Director’s opening speech, the Attorney General of the Supreme Court of Cassation, Luigi Salvato, delivered a lecture on the topic “Presumption of innocence, communication and training”.
Then, the Minister of the Interior, Matteo Piantedosi, took the floor and emphasized the essential value represented by the excellent model of coordination among the different Police Forces at national level as well as by the increasing importance of law enforcement coordination at international level. Moreover, he underlined that training and constant refresher activity of police representatives is the most appropriate and effective tool to face and manage situations of crisis.
Finally, the Minister expressed his best wishes to the Senior Police Officers/Officials attending the courses and officially declared the opening of Academic Year 2023-2024.
