Conference on the fight against insurance fraud: prevention and repression to protect policyholders and the insurance compensation system

On Friday 30 May 2025, a high-level conference addressing the topic of the fight against insurance fraud was held at the “Prefetto Carlo Mosca” Conference Hall in the Scuola di Perfezionamento per le Forze di Polizia (SFP). It was promoted by the Società Scientifica Medico Giuridica Melchiorre Gioa (Melchiorre Gioia Scientific Medical-Judicial Society).

The event started with the welcome address delivered by the SFP Director, National Police Dirigente Generale Maurizio Vallone, and by the Undersecretary at the Ministry of the Interior, Member of Parliament Emanuele Prisco, who participated by videoconference.  At the end of the morning session, Deputy Minister Senator Francesco Paolo Sisto made his remarks and gave his suggestions, thus facilitating an in-depth analysis on this criminal phenomenon that causes serious damages to millions of road users.

In their lectures, experts and practitioners in this field addressed all the different aspects of this issue, thus providing a comprehensive and detailed analysis of the insurance fraud phenomenon.

A special attention was focused on operational proposals aimed at strengthening prevention and repression of these frauds through targeted initiatives. These included the facilitation of training and cultural activities, the involvement of professional and trade associations, and the sharing of information through the IVASS and ANIA databases.

Moreover, the possibility of using advanced tools such as data matching to identify recurring frauds, the specialization of magistrates and police forces in this sector, and the tightening of penalties, including the enforcement of patrimonial measures against the persons responsible,  have been taken into account.

All the participants agreed in considering insurance fraud not only as a problem of an economic nature, but above all as a cultural and social nature, a phenomenon that is frequently widespread in the southern regions of Italy.

As a matter of fact, the Melchiorre Gioia society played a fundamental role in drawing attention to a widespread and constantly increasing criminal phenomenon that damages both the professionalism of those who work in this field and the fairness of thousands of honest citizens, who are obliged to  pay  one of the highest insurance premium incomes  in Europe.

The Co-Director General of ANIA and Secretary General of the ANIA Foundation, Mr. Umberto Guidoni, who represented ANIA, showed his commitment to sharing the topics discussed and to developing strategies to counter insurance fraud.
